Guide to Addition and Alteration Works

The additions and alterations (A&A) works in HDB industrial premises are classified into Category A, B, and C:-

Category	What are they	What to do

B. Lodgement Items	Refer to list (Annex B)	• To engage a Qualified Person (QP) to file the proposed lodgement items with HDB. • Procedure/Requirement

• Engage a Qualified Person (QP)

1. The QP will assess and endorse the feasibility of the proposed works, assist in the submission and certify the completed works to comply with the followings:
   1. Structural integrity and safety of the structures erected within the premises as well as the building.
   2. Regulatory and statutory requirements.


2. For the service of QP, access the Professional Engineers (PE) Board Web site at www.peb.gov.sg under the heading ”Directory of Professional Engineer” or obtain “A listing of Practitioners” personally from PE Board at 5 Maxwell Road, 1st Storey MND Complex, S069110.



3. For the service of an Architect, you can access the Board of Architects’ website at www.boa.gov.sg

• Instruction to QP for Structural Work

1. Duty of QP
   The QP engaged by the lessee / registered tenant shall be responsible for the design, supervision of construction, stability and safety of the proposed work.
2. QP and Accredited Checker (AC) Endorsements
   QP and AC Endorsements shall be in accordance with the Guidelines for Submission of Record Structural Plans as shown in the Building and Construction Authority web site http://www.bca.gov.sg.

• Purchase of Drawings

For Lodgement with HDB / BP Submission, tenant / lessee or the QP may purchase layout plans and structural drawings for the design and submission purposes.

1. Drawings can be purchased at $30 per copy at the following locations
1. Architectural Plans - HDB Hub, West Wing 3rd Storey
2. Mechanical & Electrical Plans - HDB Hub, West Wing 3rd Storey
3. Structural Plans - HDB Hub, West Wing 16th Storey


2. Points to note when purchasing as-built structural drawings:
1. Tenant / Lessee to produce a photocopy of the relevant portion of the tenancy / lease agreement for verification.
2. If the Qualified Person (QP) is purchasing the drawings, a letter of appointment [see Annex IV] from the tenant / lessee together with the photocopy of the relevant portion of the tenancy/ lease agreement to be produced for verification purposes.

• Payment of Reinstatement Deposit

1. Reinstatement deposit is collected for A & A works in rental premises only and if required.



2. The deposit shall be paid by cash or Banker's Guarantee (expiry date of BG should tie in with the Tenancy's expiry date. [see Annex III].



3. HDB will return the deposit if the vacated premises is reinstated to its original condition.

Guide to Electrical Works

You are required to engage an Energy Market Authority (EMA) licensed electrical worker(LEW) to carry out the electrical works. For licensed electrical contractors, the names and their licence numbers are listed in EMA's website at http://www.ema.gov.sg - "Search for Licensed Electrical Workers".

Guide to Air-Conditioner Installation

The industrial tenant/lessee is required to engage a BCA licensed air-conditioner installer if the air-conditioner is to be mounted on the exterior of your industrial unit or if any part of the air-conditioner projects outwards from your premises. For BCA-trained installers, the names of the installers and their installer pass numbers are listed in BCA's website at http://www.bca.gov.sg.
