Before submission of an application to URA for the proposed new workers' dormitory or renewal of temporary permission for any existing dormitory, ancillary or secondary, HDB's lessees are required to obtain prior clearance from HDB.

An Ancillary Workers' Dormitory is where the lessee's own on-site workers are housed. A Secondary Workers' Dormitory houses off-site workers. It may also house on-site workers. Housing off-site workers is considered as a Subletting which attracts a Sublet Consent Fee payable by the lessee.

All building plans for the applications of Ancillary and Secondary Workers' Dormitories are subject also to approvals from SCDF and BCA.

Evaluation Criteria:
Subject to URA's Guidelines, criteria like the proximity to residential areas and potential amenity problems shall also be taken into account in HDB's evaluation.
